NORTH FULTON COMMUNITY IMPROVEMENT DISTRICT

INVITATION NUMBER 11-001

Sealed proposals will be received by Atkins North America, Inc., on behalf of the North Fulton Community Improvement District (NFCID), at 1600 RiverEdge Parkway, Suite 600, Atlanta, Georgia until 12:00 noon, on the 28th day of July, 2011. NO BIDS WILL BE ACCEPTED AFTER THE 12:00 NOON DEADLINE. Those bids received late will be returned unopened. Bids will be opened at 3:00 PM on the 28th day of July, 2011 at Atkins North America, Inc., 1600 RiverEdge Parkway, Suite 600, Atlanta Georgia, at which time they will be publicly opened and read aloud, for furnishing all labor, materials, skills, tools and equipment, and all things necessary pursuant to Drawings, Specifications, conditions, etc., for construction of the Mansell Road at North Point Parkway Improvements in the City of Alpharetta, Fulton County, Georgia as follows:

The project consists of widening the median of Mansell Road from the S.R. 400 northbound exit ramp terminal to the intersection at North Point Parkway to provide an additional eastbound left-turn storage lane. Pavement widening & overlay, curb & gutter, sidewalks, signing & pavement markings, storm drainage, and an upgraded traffic signal are included in the scope of this project.

A pre-bid conference will be held at 10:00 a.m. on the 14th day of July, 2011 at Atkins North America, Inc., 1600 RiverEdge Parkway, Suite 600, Atlanta Georgia. Bidders are strongly encouraged to attend and participate in the pre-bid conference. Failure to attend the pre-bid conference may be cause for rejection of their bid.

All questions concerning the project shall be submitted to Dennis Woodling, Atkins North America, Inc., in writing no later than close of business on Friday, July 22, 2011. Questions received after this date and time will not receive a response. A written response will be issued as addenda and will be sent to all bidders who attend the pre-bid conference.

A complete set of documents may be purchased for a non-refundable payment of $150.00 (cashier’s check or money order only) at this address.

Bids must be accompanied by an official bank check or Bid Bond in an amount of not less than ten percent (10%) of the amount bid. Prior to beginning construction, the successful Bidder shall provide a Contract Performance Bond and a Labor and Material Payment Bond, each equal to 100% of the Contract Price, both bonds which designate the North Fulton Community Improvement District (NFCID) as obligee; and furnish satisfactory proof of carriage of the insurance required.

Bidders responding to this Invitation to Bid must provide their Utility Systems Contractor license number with their bid in accordance with O.C.G.A. §43-14-8.2(h).

Construction must begin within ten (10) calendar days from the date of receipt of the Notice to Proceed, as evidenced by official receipt of certified mail or acknowledgment of personal delivery, and must be completed within 120 calendar days from and including the date of receipt of such notice.

THE NFCID RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS, TO WAIVE INFORMALITIES IN BIDDING, AND TO READVERTISE.
